ARTICLE 1:  MEMBERSHIP

Section 1: Membership dues shall be set by a three-fifths majority of the Executive Board.

Section 2: Membership categories and dues shall adhere to the following schedule.

A.  School memberships are available for one and only one campus (high school, middle school or elementary).  Up to four individuals may join under a school membership, but these individuals must all work on the same campus.  A school membership allows up to four individual to receive newspapers, but only one vote is allocated in TMSCA elections.  The person to receive the ballot must be designated on the membership form.  Dues for this category will be $50.00 per year.

B.  Associate memberships are available to individuals who have an interest in TMSCA but who are not actively coaching.  This category allows one newspaper but does not carry any voting privileges.   Dues for this category shall be $15.00.

C.  Retired memberships are available to individuals who have retired as UIL math and/or science coaches and were members of TMSCA.  This category allows one newspaper but does not carry any voting privileges.  Dues for this category are free.

D.  Complimentary memberships are available to individuals as designated by the Executive Board.  These shall include but not be limited to the UIL State Directors of Number Sense, Calculator Applications, Science, and Mathematics, representative(s) of state meet sites, UIL academic director, etc.  This category allows one newspaper but does not carry any voting privileges.  Dues for this category are free of charge.

 

ARTICLE II:  JOB DESCRIPTIONS

Section 1: Duties of the High School Directors shall include the following:

A.  Coordinating expenses at the State Meet with the approval of the Executive Board.

B.  Overseeing preparations for the State Meet including

i.  Selecting the site for the meet as approved by the Executive Board in advance of upcoming meets.

ii.  Obtaining contest directors for Number Sense, Calculator Applications, Science and Mathematics.

iii.  Ordering and obtaining trophies and other awards.

iv.  Ranking and publishing final results.

v.  Securing objective people to proof the tests prior to the meet.

C.  Serving as a member of the UIL Liaison Committee.

Section 2: Duties of the Middle School Directors shall include the following.

A.  Coordinating expenses at the Championship Meet with the approval of the Executive Board.

B.  Overseeing preparations for the Championship Meet including:

i.  Recommending the date and selecting the site for the meet as approved by the Executive Board.

ii.  Obtaining contest directors for Number Sense, Calculator Applications, Science and Mathematics.

iii.  Ordering and obtaining trophies and other awards.

iv.  Ranking and publishing final results.

v.  Securing objective people to proof the tests prior to the meet.

C.  Securing the regional host sites.

Section 3: Duties of the State Meet and Championship Meet coordinator(s) shall include the following:

A.  Assisting with coordinating preparations for the meets

B.  Securing location and room assignments

C.  Arranging for meals

D.  Mailing out results to participants who leave early

E.  Performing other duties as deemed necessary by the Executive Board.

Section 4: Duties of the President shall include the following:

A.  Representing the legislative body and TMSCA in matters dealing with other organizations, including UIL.

B.  Serving as a member of the UIL Liaison Committee

C.  Conducting the annual business meetings and Executive Board meetings.

D.  Appointing replacements to vacancies in the legislative body with recommendations from the nomination-election committee

E.  Appointing a State Meet and Championship Meet coordinator(s).

F.  Appointing all committees not specified in the Constitution or By-Laws.

G.  Approving contracts on behalf of TMSCA, with the ability to delegate specific contract approval.

Section 5: Duties of the President-Elect shall include the following:

A.  Assuming the duties of the President in the event the office becomes vacant

B.  Obtaining workers for the tabulation room at the State Meet and Championship Meet prior to the date of the meet

C.  Assisting the President as needed

D.  Serving as a member of the UIL Liaison committee.

Section 6: Duties of the Recording Secretary shall include the following:

A.  Recording the minutes of the annual business meetings and the Executive Board meetings

B.  Chairing the Nomination-Election Committee

C.  Mailing ballots for all elections and notifying all candidates of the results utiilzing the TMSCA office

D.  Resolving disputes as set forth in Article VI of the Constitution

E.  Performing other duties as deemed necessary by the President

Section 7: Duties of the Treasurer shall include the following:

A.  Receiving and disbursing monies of TMSCA

B.  Providing an annual financial statement (for the period beginning July 1 of the previous year and ending June 30 of the present year)

C.  Providing quarterly financial statements to the newspaper

D.  Providing itemized financial updates at each business meeting

E.  Overseeing preparations of the annual budget in conjunction with the Executive Board

F.  Contracting hotel services for State and Championship Meets

i.    Contracting for hotel rooms

ii.   Contracting for business meeting room

iii.  Contracting for registration suite

G.  Assisting the Executive Director with on-site registration at the State Meet and the Championship Meet

H.  Paying all bills prior to June 22 of the current fiscal year

I.  Signing contracts with test writers

Section 8: Duties of the Board of Regents shall include the following:

A.  Serving as Good Will Ambassadors for TMSCA

B.  Encouraging and/or assisting invitational meet directors with reporting results to the newspaper.

C.  Reporting results of high school UIL district and regional meets to the newspaper

D.  Voting in all elections

E.  Attending the annual business meeting

F.  Being available to serve as a contest director or assistant at the State or Championship Meet

G.  Voting on test writers, if necessary.

Section 9: Duties of the TMSCA test writers shall include the following:

A.  Provide clear, copy-ready masters and answer keys to the TMSCA office

B.  Providing the first set of tests as stipulated in the contract by September 1st

C.  Providing the remainder of the tests as stipulated in the contract by November 15th

 

ARTICLE III:  COMPENSATION

Section 1: Compensation for the TMSCA test writers shall be determined by the Executive Board at the summer meeting for the following year.

Section 2: Compensation for the Executive Director of TMSCA shall be negotiated between the Executive Board and the Executive Director at the summer meeting for the current year.

Section 3: Compensation for all other contract personnel shall be determined by the Executive Board at the summer meeting for the current year.

 

ARTICLE IV:  AMENDMENT

Section 1: Amendments to the By-Laws will be considered by the Executive Board at the board meetings.

Section 2: An amendment shall pass with a three-fourths majority of the Executive Board.
